Dr. Melinda Dela Pena Bandalaria, Chancellor of the University of the Philippines Open University, at the Intergovernmental Experts Meeting related to a Draft Recommendation Concerning Open Education Resources
27 May 2019 - The Philippines was elected as Vice-President of the Intergovernmental Experts Meeting on the Draft Recommendation Concerning Open Education Resources (OERs) currently taking place at UNESCO Headquarters in Paris, France.
As Vice-President, Dr. Melinda Dela Peña Bandalaria, Chancellor of the University of the Philippines Open University, will work with technical and legal experts to finalize a Recommendation on OERs for adoption at the 40th session of the UNESCO General Conference in 2019.

OERs are teaching, learning and research materials in any medium – digital or otherwise – that reside in the public domain or have been released under an open license that permits no-cost access, use, adaptation and redistribution by others with no or limited restrictions. They help improve education across the globe, particularly developing countries where many students may not be able to afford textbooks, access to classrooms may be limited, and teacher-training programs may be lacking. The recommendation on OER is an important policy instrument that aims to advise national governments on how to support open education in their countries, promote capacity-building and international cooperation on OERs and report on those efforts.
