On behalf of her Excellency, Ambassador Cristina G. Ortega, Third Secretary and Vice Consul André Peter C. Estanislao and Mr. Frankson G. Ong, Cultural Officer, attended the event.

Organized by the Peñafrancia Association France Chapter headed by its President, Ms. Annie Angot, the fluvial parade and festival began with a special mass in honor of Our Lady of Peñafrancia officiated by Filipino Priest, Fr. Lyndon Balubar. In his homily, Fr.
