GUIDELINES FOR ACCREDITATION OF FILIPINO COMMUNITY (FILCOM), NON-GOVERNMENTAL ORGANIZATION (NGO), OR CIVIL SOCIETY ORGANIZATIONS (CSO) AS PARTNERS OF THE COMMISSION ON ELECTIONS (COMELEC) IN CONNECTION WITH THE CONDUCT OF OVERSEAS VOTING UNDER REPUBLIC ACT NO. 9189, OTHERWISE KNOWN AS “THE OVERSEAS ABSENTEE VOTING ACT OF 2003” AS AMENDED BY REPUBLIC ACT NO. 10590 FOR PURPOSES OF THE MAY 13, 2019 NATIONAL AND LOCAL ELECTIONS (Resolution No. 10499)

Filipino Communities (FilComs), Non-Governmental Organizations (NGOs) or Civil Society Organizations (CSOs) that wish to take part in the 13 May 2019 Philippine National Elections as partners of the Commission on Elections (COMELEC) and the Embassy of the Philippines in France in implementing the overseas voting, such as in voter education, information campaign, and other voting related activities, may be guided by the following accreditation procedures:

Requirements for Accreditation:

1. Duly accomplished Accreditation Application Form (please click here)
2. List of officers and members including their addresses and contact numbers
3. Photocopies of valid IDs of officers and members; and
4. One (1) 1”X1” recently taken colored photograph

Period for filing application for accreditation:

The period for filing applications for accreditation is from 15 February 2019 to 31 March 2019. This period shall be non-extendible. Applications filed after the last day for filing shall not be entertained.

Approval and Certification:

Applications for accreditation shall be subject to approval of the Head of the Foreign Post. Certificates of Accreditation are non-transferable and valid only for the purpose for which it was issued
